56 Churchill wanted to avoid the additional increases in naval spending that would be required if Germany did go ahead with this amendment. Consequently, he repeated the proposal on two separate occasions during 1913. On 26 March 1913, once again in his presentation of navy estimates to Parliament, Churchill offered to drop the four battleships Britain intended to begin during the upcoming year if Germany would cancel or delay the two capital ships it was scheduled to start. 57 Germany’s rulers did not share Churchill’s assessment of the relative naval position of the two countries.

Churchill insisted on making the proposal again despite considerable opposition from within the British government. Some of Churchill’s colleagues fell into line with Berlin in not wanting to antagonize Germany’s leaders. Grey, however, backed Churchill. In his speech, Churchill gave the fullest public exposition of what he meant by the ‘holiday’ proposal. He observed that during the upcoming year Britain would begin building four new battleships for the Royal Navy. Meanwhile, Germany was scheduled to begin two capital ships during the same year.
